Within 15 days of filing the petition, the state commission and parties to the proceeding may file a response to the petition. In an OMBapproved Public Notice, DA 97–2540, released December 4, 1997, the Commission set forth procedures for filing petitions for preemption pursuant to section 252(e)(5). Section 252(e)(5) provides that ‘‘if a state commission fails to act to carry out its responsibility under this section in any proceeding or other matter under this section, then the Commission shall issue an order preempting the state commission’s jurisdiction of the proceeding or matter within 90 days after being notified (or taking notice) of such failure, and shall assume the responsibility of the state commission under this section with respect to the proceeding or matter and act for the state commission.’’ All of the requirements are used to ensure that petitioners have complied with their obligations under the Communications Act of 1934, as amended.     The Federal Communications Commission will hold an Open Meeting on 
the subjects listed below on Tuesday, October 23, 2018 which is 
scheduled to commence at 10:30 a.m. in Room TW-C305, at 445 12th Street 
SW, Washington, DC.
    Because of the unexpected closure of the FCC headquarters on
