Announcement of meeting.
Notice is hereby given,
pursuant to the provisions of the rules
and regulations of the U.S. Commission
on Civil Rights (Commission) and the
Federal Advisory Committee Act
(FACA) that the meeting of the Arizona
Advisory Committee (Committee) to the
Commission will be held at 12:00 p.m.
(Mountain Time) Thursday, October 18,
2018. The purpose of this meeting is for
the Committee to discuss a postadvisory memorandum activity and
review a potential op-Ed.

SUMMARY: The Department of Commerce
(Commerce) preliminarily determines
that Hyundai Steel Company (Hyundai)
and POSCO/POSCO Daewoo Co., Ltd.
(collectively POSCO/PDW), the two
companies selected for individual
examination, sold subject merchandise
in the United States at prices below
normal value during the POR. We invite
interested parties to comment on these
preliminary results.

Background
Commerce initiated this
administrative review on November 13,
2017.1 We selected Hyundai and
POSCO/PDW as mandatory
respondents. For a detailed description
of the events that followed the initiation
of this review, see the Preliminary
Decision Memorandum, dated
concurrently with these preliminary
results and hereby adopted by this
notice.2
The Preliminary Decision
Memorandum is a public document and
is on file electronically via Enforcement
and Compliance’s Antidumping and
Countervailing Duty Centralized
Electronic Service System (ACCESS).
Access to ACCESS is available to
registered users at https://
access.trade.gov and is available to all
parties in the Central Records Unit,
Room B8024 of the main Department of
Commerce building. In addition, a
complete version of the Preliminary
Decision Memorandum can be accessed
directly on the internet at https://
enforcement.trade.gov/frn/.
A list of the topics discussed in the
Preliminary Decision Memorandum is
attached to this notice as an Appendix.
The signed Preliminary Decision
Memorandum and the electronic
versions of the Preliminary Decision
Memorandum are identical in content.
Scope of the Order
The product covered by this order is
cold-rolled steel flat products (coldrolled steel) from the Republic of Korea.

Methodology
Commerce is conducting this
administrative review in accordance
with section 751(a) of the Tariff Act of
1930, as amended (the Act). Constructed
export price is calculated in accordance
with section 772 of the Act. Normal
