L. 115–141) and Department of State Delegation of Authority 245–2, I hereby certify that the Government of Libya is cooperating with United States Government efforts to investigate and bring to justice those responsible for the attack on United States personnel and facilities in Benghazi, Libya in September 2012. This certification shall be published in the Federal Register and, along with the accompanying Memorandum of Justification, shall be reported to Congress. Dated: July 27, 2018. John J. Petitions to revoke the exemption under 49 U.S.C. 10502(d) may be filed at any time. The filing of a petition to revoke will not automatically stay the effectiveness of the exemption. Petitions for stay must be filed no later than September 28, 2018 (at least seven days before the exemption becomes effective).
