(SaMTAAC) will hold a meeting.

SUPPLEMENTARY INFORMATION: At this
meeting, the SaMTAAC will continue to
develop alternatives that address
obstacles to achieving the goals and
objectives of the groundfish trawl catch
share plan related to under attainment
of non-sablefish shore based trawl
allocations and unharvested sablefish
quota pounds south of 36° N. latitude.
The committee’s initial work on
alternatives will be presented at the
November 2018 Council meeting to
solicit further Council guidance.
Although non-emergency issues not
contained in the meeting agenda may be
discussed, those issues may not be the
subject of formal action during this
meeting. Action will be restricted to
those issues specifically listed in this
document and any issues arising after
publication of this document that
require emergency action under section
305(c) of the Magnuson-Stevens Fishery
Conservation and Management Act,
provided the public has been notified of
the intent to take final action to address
the emergency.

The Scientific and Statistical
Committee will review the results of the
recent benchmark stock assessment
(SAW/SARC 65) and information
provided by the Council’s Scallop Plan
Development Team (PDT). The
Committee will recommend the
overfishing levels (OFLs) and acceptable
biological catches (ABCs) for Atlantic
sea scallops for fishing years 2019–20
(default). They will also review
information provided by the Council’s

Herring PDT, the results from recent
Atlantic herring benchmark stock
assessment and using the acceptable
biological catch (ABC) control rule
selected by the Council, recommend the

for Atlantic herring for 2019–21. Other
business will be discussed as needed.
