On
September 4, 2018, at 83 FR 44821, BIS
published a rule amending the Entity
List in 15 CFR part 744, supplement 4.
An amendatory instruction noted the
addition of two entities for Pakistan, but
provided the name of one only. Both
entities appeared in the amendment’s
regulatory text and were codified on the
rule’s effective date. This document
clarifies the rule by correcting the
amendatory instruction to carry the
names of both entities as originally
intended.
Therefore, in FR Rule Doc. No. 2018–
18766, published September 4, 2018, at
83 FR 44821, the following correction is
made:

California Department of Transportation
has requested a temporary change to the
operation of the Tower Drawbridge,
mile 59.0, over Sacramento River, at
Sacramento, CA. The drawbridge
navigation span provides a vertical
clearance of 30 feet above Mean High
Water in the closed-to-navigation
position. The draw operates as required
by 33 CFR 117.189(a). Navigation on the
waterway is commercial and
recreational.
The drawspan will be secured in the
closed-to-navigation position from 8
a.m. to 11 a.m. on October 14, 2018, to
allow the community to participate in
the Making Strides Walk against Breast
Cancer event. This temporary deviation
has been coordinated with the waterway
users. No objections to the proposed
temporary deviation were raised.
Vessels able to pass through the bridge
in the closed position may do so at
anytime. The bridge will be able to open
for emergencies and there is no
immediate alternate route for vessels to
pass. The Coast Guard will also inform
the users of the waterway through our
Local and Broadcast Notices to Mariners
of the change in operating schedule for
the bridge so that vessel operators can
arrange their transits to minimize any
impact caused by the temporary
deviation.
In accordance with 33 CFR 117.35(e),
the drawbridge must return to its regular
operating schedule immediately at the
end of the effective period of this
temporary deviation. This deviation
from the operating regulations is
authorized under 33 CFR 117.35.

AGENCY:
ACTION:
The Coast Guard is
establishing a temporary safety zone for
the navigable waters within 150-yards of
the S99 Alford Street Bridge, at mile 1.4
on the Mystic River between
Charlestown and Everett, Massachusetts
from October 1, 2018 through April 30,
2019. The safety zone is necessary to
protect personnel, vessels and the
marine environment from potential
hazards created during the emergency
replacement of the steel grid deck on all
four bascule spans of the S99 Alford
Street Bridge. This temporary rule
would prohibit vessels and persons
from being in the safety zone unless
authorized by the Captain of the Port
Boston or a designated representative.
DATES: This rule is effective from
October 1, 2018 through April 30, 2019.
