Abstract: The HEAL forms are
required for lenders to apply to the
HEAL insurance program, to report
accurately and timely on loan actions,
including transfer of loans to a
secondary agent, and to establish the
repayment status of borrowers who
qualify for deferment of payments using
form 508. The reports assist in the
diligent administration of the HEAL
program, protecting the financial
interest of the federal government.

pursuant to sections 206 and 306 of the
Federal Power Act, 16 U.S.C. 824e and
825e and Rule 206 of the Federal Energy
Regulatory Commission’s (Commission)
Rules of Practice and Procedure, 18 CFR
385.206, Nebraska Public Power District
(Complainant) filed a formal complaint
against Tri-State Generation
Transmission Association, Inc. (TriState) and Southwest Power Pool, Inc.
(SPP) (collectively, Respondents)
alleging that the inclusion of certain
cost in Tri-State’s annual Transmission
Revenue Requirement cause rates for
transmission service under SPP’s, Inc.
Open Access Transmission Tariff to be
unjust and unreasonable, as more fully
explained in the complaint.
Complainant certifies that copies of
the complaint were served on the
contacts for Respondents on the
Commission’s list of Corporate Officials.
Any person desiring to intervene or to
protest this filing must file in
accordance with Rules 211 and 214 of
