Abstract The Census Bureau plans to request clearance for the form necessary to conduct the Quarterly Survey of Public Pensions. The quarterly survey was initiated by the Census Bureau in 1968 at the request of both the Council of Economic Advisers and the Federal Reserve Board. The Quarterly Survey of Public Pensions currently provides national summary data on the revenues, expenditures, and composition of assets of the largest pension systems of state and local governments. The Census Bureau plans to cease collection of revenue and expenditure data on a quarterly basis and focus the collection on asset holdings of the largest pension systems. Revenue and Expenditure data will continue to be provided on an annual basis through the related Annual Survey of Public Pensions. These data are used by the Federal Reserve Board to track the public sector portion of the Flow of Funds Accounts. Economists and public policy analysts use these data to assess general economic conditions and state and local government financial activities. Data are collected from a panel of defined benefit plans of the 100 largest state and local government pension systems as determined by their total cash and security holdings reported in the 2012 Census of Governments. Production under FTZ procedures could exempt Tesla from customs duty payments on the foreign-status material/ component used in export production. On its domestic sales, for the foreignstatus material/component noted below, Tesla would be able to choose the duty rates during customs entry procedures that apply to electric passenger vehicles and related components (duty-free to 3.4%). Tesla would be able to avoid duty on foreign-status components which become scrap/waste. Customs duties also could possibly be deferred or reduced on foreign-status production equipment.
