The project would occupy no federal land or Indian reservations. The final EIS contains staff’s evaluations of the applicant’s proposal and the alternatives for licensing the proposed Lassen Lodge Hydroelectric Project. The final EIS documents the views of governmental agencies, nongovernmental organizations, affected Indian tribes, the public, the license applicant, and Commission staff. and Development Technical Advisory Committee under the Food, 
Conservation, and Energy Act of 2008 amended by the Agricultural Act of 
2014. The Federal Advisory Committee Act requires that agencies publish
