SUPPLEMENTARY INFORMATION: CBP
invites the general public and other
Federal agencies to comment on the
proposed and/or continuing information
collections pursuant to the Paperwork
Reduction Act of 1995 (44 U.S.C. 3501
et seq.). This process is conducted in
accordance with 5 CFR 1320.8. Written
comments and suggestions from the
public and affected agencies should
address one or more of the following
four points: (1) Whether the proposed
collection of information is necessary
for the proper performance of the
functions of the agency, including
whether the information will have
practical utility; (2) the accuracy of the
agency’s estimate of the burden of the
proposed collection of information,
including the validity of the
methodology and assumptions used; (3)
suggestions to enhance the quality,
utility, and clarity of the information to
be collected; and (4) suggestions to
minimize the burden of the collection of
information on those who are to
respond, including through the use of
appropriate automated, electronic,
mechanical, or other technological
collection techniques or other forms of
information technology, e.g., permitting
electronic submission of responses. The
comments that are submitted will be
summarized and included in the request
for approval. All comments will become
a matter of public record.
Current Actions: CBP proposes to
extend the expiration date of this
information collection with a decrease
to the burden hours due to updated
agency estimates. There is no change to
the information collected.

Affected Public: Carriers.
Abstract: Section 273(e) of the
Immigration and Nationality Act (8
U.S.C. 1323(e) the Act) authorizes the
Department of Homeland Security to
establish procedures which carriers
must undertake for the proper screening
of their alien passengers prior to
embarkation at the port from which they
are to depart for the United States, in
order to become eligible for an
automatic reduction, refund, or waiver
of a fine imposed under section
273(a)(1) of the Act. The screening
procedures are set forth in 8 CFR 273.3.
As provided in 8 CFR 273.4, to be
eligible to obtain such an automatic
reduction, refund, or waiver of a fine,
the carrier must provide evidence to
CBP that it screened all passengers on
the conveyance in accordance with the
procedures listed in 8 CFR 273.3.
Some examples of the evidence the
carrier may provide to CBP include: A
description of the carrier’s document
screening training program; the number
of employees trained; information
regarding the date and number of
improperly documented aliens
intercepted by the carrier at the port(s)
of embarkation; and any other evidence
to demonstrate the carrier’s efforts to
properly screen passengers destined for
the United States.

owners, or agents of vessels in
complying with Sections 231 and 251 of
the Immigration and Nationality Act
(INA). This form is filled out upon
arrival of any person by commercial
vessel at any port within the United
States from any place outside the United
States. The master or commanding
officer of the vessel is responsible for
providing CBP officers at the port of
arrival with lists or manifests of the
persons on board such conveyances.
CBP is in the process of amending its
regulations to allow for the electronic
submission of the data elements
required on CBP Form I–418. This form
is provided for in 8 CFR 251.1 and
251.3. A Copy of CBP I–418 can be

This is a notice of the
Presidential declaration of a major
disaster for the State of Nebraska
(FEMA–4375–DR), dated June 29, 2018,
and related determinations.

SUPPLEMENTARY INFORMATION: Notice is
hereby given that, in a letter dated June
29, 2018, the President issued a major
disaster declaration under the authority
of the Robert T. Stafford Disaster Relief
and Emergency Assistance Act, 42
U.S.C. 5121 et seq. (the ‘‘Stafford Act’’),
as follows:
I have determined that the damage in
certain areas of the State of Nebraska
resulting from a severe winter storm and
straight-line winds during the period of April
13 to 18, 2018, is of sufficient severity and
magnitude to warrant a major disaster
declaration under the Robert T. Stafford
Disaster Relief and Emergency Assistance
Act, 42 U.S.C. 5121 et seq. (the ‘‘Stafford
Act’’). Therefore, I declare that such a major
disaster exists in the State of Nebraska.
In order to provide Federal assistance, you
are hereby authorized to allocate from funds
available for these purposes such amounts as
you find necessary for Federal disaster
assistance and administrative expenses.
You are authorized to provide Public
Assistance in the designated areas and
Hazard Mitigation throughout the State.
Consistent with the requirement that Federal
assistance be supplemental, any Federal
funds provided under the Stafford Act for
Hazard Mitigation will be limited to 75
percent of the total eligible costs. Federal
funds provided under the Stafford Act for
Public Assistance also will be limited to 75
percent of the total eligible costs, with the
exception of projects that meet the eligibility

criteria for a higher Federal cost-sharing
percentage under the Public Assistance
Alternative Procedures Pilot Program for
Debris Removal implemented pursuant to
section 428 of the Stafford Act.
Further, you are authorized to make
changes to this declaration for the approved
assistance to the extent allowable under the
Stafford Act.
The Federal Emergency Management
Agency (FEMA) hereby gives notice that
pursuant to the authority vested in the
Administrator, under Executive Order
12148, as amended, Constance C.
Johnson-Cage, of FEMA is appointed to
act as the Federal Coordinating Officer
for this major disaster.
The following areas of the State of
Nebraska have been designated as
adversely affected by this major disaster:
Antelope, Blaine, Boone, Boyd, Cheyenne,
Clay, Custer, Deuel, Fillmore, Garfield,
Gosper, Greeley, Hall, Hamilton, Holt,
Howard, Keith, Knox, Logan, Loup, Madison,
Merrick, Nance, Nuckolls, Pierce, Platte,
Rock, Sherman, Valley, Webster, and
Wheeler Counties for Public Assistance.
All areas within the State of Nebraska are
eligible for assistance under the Hazard
Mitigation Grant Program.
