Notice is hereby given of the
following determinations: I hereby
determine that a certain object to be
included in the exhibition ‘‘Titian’s
Lady in White: A Renaissance Portrait
Revealed,’’ imported from abroad for
temporary exhibition within the United
States, is of cultural significance. The
object is imported pursuant to a loan
agreement with the foreign owner or
custodian. I also determine that the
exhibition or display of the exhibit
object at the Columbus Museum of Art,
Columbus, Ohio, from on or about
August 30, 2018, until on or about
December 9, 2018, and at possible
additional exhibitions or venues yet to
be determined, is in the national
interest. I have ordered that Public
Notice of these determinations be
published in the Federal Register.

SUPPLEMENTARY INFORMATION: The
foregoing determinations were made
pursuant to the authority vested in me
by the Act of October 19, 1965 (79 Stat.
985; 22 U.S.C. 2459), E.O. 12047 of
March 27, 1978, the Foreign Affairs
Reform and Restructuring Act of 1998
(112 Stat. 2681, et seq.; 22 U.S.C. 6501
note, et seq.), Delegation of Authority
No. 234 of October 1, 1999, Delegation
of Authority No. 236–3 of August 28,
2000, and Delegation of Authority No.
236–10 of July 6, 2018.

Atlantic and Western Railway,
Limited Partnership (ATW), a Class III
rail carrier, has filed a verified notice of
exemption under 49 CFR 1150.41 to
acquire and operate approximately 0.37
miles of rail line owned by CSX
Transportation, Inc. (CSXT) between
milepost S 198.55 and milepost S
198.92, in Sanford, N.C. (the Line).1
ATW states that it entered into a
Purchase and Sale Agreement with
CSXT dated January 2, 2018, to acquire
the Line in order to align operations and
ownership of tracks in this area where
ATW and CSXT operations converge.
ATW also states that the proposed
acquisition and operation of the Line
does not impose or include an
interchange commitment.
ATW certifies that the proposed
transaction will not result in ATW
becoming a Class II or Class I rail carrier
and that the projected annual revenue of
ATW will not exceed $5 million.
The transaction may be consummated
on or after August 2, 2018 (30 days after
the verified notice was filed).
If the verified notice contains false or
misleading information, the exemption
is void ab initio. Petitions to revoke the
exemption under 49 U.S.C. 10502(d)
may be filed at any time. The filing of

a petition to revoke will not
automatically stay the effectiveness of
the exemption. Petitions for stay must
be filed no later than July 26, 2018 (at
least seven days before the exemption
becomes effective).
An original and 10 copies of all
pleadings, referring to Docket No.
36205, must be filed with the Surface
Transportation Board, 395 E Street SW,
Washington, DC 20423–0001. In
addition, one copy of each pleading
must be served on Eric M. Hocky, Clark

PA 19103.
According to ATW, this action is
excluded from environmental review
under 49 CFR 1105.6(c) and from
historic reporting requirements under

ACTION: Notice of Limitation on Claims
for Judicial Review of Actions by the
California Department of Transportation
(Caltrans), pursuant to 23 U.S.C. 327,
U.S. Coast Guard, and U.S. Army Corps
of Engineers.
AGENCY:
The FHWA, on behalf of
Caltrans, is issuing this notice to
announce actions taken by Caltrans that
are final. The actions relate to a
proposed highway project, the State
Route 1 (SR 1) Lagunitas Creek Bridge
Project from post miles 28.4 to 28.6 on
SR 1 in the County of Marin, State of
California. Those actions grant licenses,
permits, and approvals for the project.
DATES: By this notice, the FHWA, on
behalf of Caltrans, is advising the public
of final agency actions subject to 23
U.S.C. 139(l)(1). A claim seeking
judicial review of the Federal agency
actions on the highway project will be
barred unless the claim is filed on or
