Need: Title 46 U.S.C. 5101 to 5116 provides the Coast Guard with the authority to enforce provisions of the International Load Line Convention, 1966. Title 46 CFR chapter I, subchapter E—Load Lines, contains the relevant regulations. Forms: None. Respondents: Owners and operators of vessels. Frequency: On occasion. Hour Burden Estimate: The estimated burden has decreased from 907 hours to 757 hours a year due to a decrease in the estimated annual number of respondents. their assigned load line. In general, vessels over 150 gross tons or 24 
meters (79 feet) in length engaged in commerce on international or 
coastwise voyages by sea are required to obtain a Load Line 
Certificate.
    Need: Title 46 U.S.C. 5101 to 5116 provides the Coast Guard with 
the authority to enforce provisions of the International Load Line 
Convention, 1966. Title 46 CFR chapter I, subchapter E--Load Lines, 
contains the relevant regulations.
    Forms: None.
    Respondents: Owners and operators of vessels.
    Frequency: On occasion.
    Hour Burden Estimate: The estimated burden has decreased from 907 
hours to 757 hours a year due to a decrease in the estimated annual
