California Independent System Operator Corporation; Notice of Complaint Take notice that on June 20, 2018, pursuant to section 206 of the Federal Power Act, 16 U.S.C. 824e and Rule 206 of the Federal Energy Regulatory Commission’s (Commission) Rules of Practice and Procedure, 18 CFR 385.206, CXA La Paloma, LLC (Complainant) filed a formal complaint against California Independent System Operator Corporation (CAISO or Respondent) alleging that, CAISO’s continued reliance on short-term, interim, stopgap mechanisms for resource adequacy has created a resource adequacy regime that is unjust and unreasonable and unduly discriminatory. CXA La Paloma, LLC requests that the Commission order CAISO to implement a centralized resource adequacy procurement process including a downward sloped demand curve, uniform locational pricing, and several other key features, all as more fully explained in the complaint.
