Take notice that on June 20, 2018,
pursuant to section 206 of the Federal
Power Act, 16 U.S.C. 824e and Rule 206
of the Federal Energy Regulatory
Commission’s (Commission) Rules of
Practice and Procedure, 18 CFR 385.206,
CXA La Paloma, LLC (Complainant)
filed a formal complaint against
California Independent System Operator
Corporation (CAISO or Respondent)
alleging that, CAISO’s continued
reliance on short-term, interim, stopgap
mechanisms for resource adequacy has
created a resource adequacy regime that
is unjust and unreasonable and unduly
discriminatory. CXA La Paloma, LLC
requests that the Commission order
CAISO to implement a centralized
resource adequacy procurement process
including a downward sloped demand
curve, uniform locational pricing, and
several other key features, all as more
fully explained in the complaint.
CXA La Paloma, LLC certifies that
copies of the complaint were served on
the contacts for Respondent as listed on
the Commission’s list of Corporate
Officials.

milestones, the anticipated date for the
Commission staff’s issuance of the final
environmental impact statement (FEIS)
or EA for this proposal. The filing of the
EA in the Commission’s public record
for this proceeding or the issuance of a
Notice of Schedule for Environmental
Review will serve to notify federal and
state agencies of the timing for the
completion of all necessary reviews, and
the subsequent need to complete all
