from 5:30 p.m. to 1 a.m. This action is
being taken to provide for the safety of
life on navigable waterways during the
fireworks display. Our regulation for
recurring Fireworks Displays in the
Fifth Coast Guard District, § 165.506,
specifies the location of the regulated
area for this safety zone for the Kent
Island Narrows, MD, fireworks display,
which encompasses portions of the
Chester River in Queen Anne’s County,
MD. As specified in § 165.506(d), during
the enforcement period, vessels may not
enter, remain in, or transit through the
safety zone unless authorized by the
Captain of the Port Sector MarylandNational Capital Region (COTP) or
designated Coast Guard patrol personnel
on scene. The Coast Guard may be
assisted by other federal, state, or local
agencies in the enforcement of the safety
zone.
This notice of enforcement is issued
under authority of 33 CFR 165.506(d)
and 5 U.S.C. 552 (a). In addition to this
notice of enforcement in the Federal
Register, the Coast Guard plans to
provide notification of these
enforcement periods via the Local
Notice to Mariners and marine
information broadcasts.

Fireworks Display from 8:15 p.m.
through 9:15 p.m. on July 4, 2018. This
action is being taken to provide for the
safety of life on this navigable waterway
during the event. Our regulation for
marine events within the Eighth Coast
Guard District, § 165.801, specifies the
location of the regulated area for the
City of Port Aransas’ Fourth of July
Fireworks, which encompasses portions
of Corpus Christi Ship Channel and
Roberts Point Park. As reflected in
§§ 165.23 and 165.801(a), if you are the
operator of a vessel in the regulated area
you must comply with directions from
the Captain of the Port Sector Corpus
Christi (COTP) or any designated
representative. Persons or vessels
desiring to enter the zones must request
permission from the COTP or a
designated representative. They can be
reached on VHF FM channel 16 or by
telephone at (361) 939–0450. If
permission is granted, all persons and
vessels shall comply with the
instructions of the COTP or designated
representative. Designated
representatives include commissioned,
warrant, and petty officers of the U.S.
Coast Guard.
In addition to this notice of
enforcement in the Federal Register, the
COTP or a designated representative
will inform the public through
Broadcast Notice to Mariners (BNMs),
Local Notices to Mariners (LNMs),
Marine Safety Information Bulletins
(MSIBs), and/or through other means of
public notice as appropriate at least 24
hours in advance of each enforcement.

AGENCY:
ACTION:
The Coast Guard is
establishing a temporary safety zone for
navigable waters within a 100-yard
radius of a fireworks barge near the
lakefront in Mandeville, LA. The safety
zone is necessary to protect persons,
vessels, and the marine environment
from potential hazards created by a
fireworks display. Entry of vessels or
persons into this zone is prohibited
unless authorized by the Captain of the
Port Sector New Orleans.
DATES: This rule is effective from 8:45
p.m. through 9:45 p.m. on June 30,
2018.
