New facilities include those that commenced construction or reconstruction after the date of promulgation. Owners and operators of affected facilities are required to comply with reporting and recordkeeping requirements for the General Provisions (40 CFR part 60, subpart A), as well as the specific requirements at 40 CFR part 61, subpart D. Owners or operators of the affected facilities must submit a onetime only report of any physical or operational changes, initial performance tests, and periodic reports and results.
