Request for Comment on Information
Collection Proposal
The Board invites public comment on
the following information collection,
which is being reviewed under
authority delegated by the OMB under
the PRA. Comments are invited on the
following:
a. Whether the proposed collection of
information is necessary for the proper
performance of the Board’s functions;
including whether the information has
practical utility;
b. The accuracy of the Board’s
estimate of the burden of the proposed
information collection, including the
validity of the methodology and
assumptions used;
c. Ways to enhance the quality,
utility, and clarity of the information to
be collected;
d. Ways to minimize the burden of
information collection on respondents,
including through the use of automated
collection techniques or other forms of
information technology; and
e. Estimates of capital or startup costs
and costs of operation, maintenance,
and purchase of services to provide
information.
At the end of the comment period, the
comments and recommendations
received will be analyzed to determine
the extent to which the Board should
modify the proposal prior to giving final
approval.

General description of report:
Internationally active U.S. banking
organizations are required to maintain
adequate internal records to

investment provisions contained in
Subpart A of International Banking
Operations (Regulation K).
Legal authorization and
confidentiality: This collection of
information is authorized pursuant to
section 5(c) of the BHC Act (12 U.S.C.
1844(c)); sections 25 and 25A of the
FRA (12 U.S.C. 602 and 625). The
recordkeeping requirements are
mandatory. Because the Federal Reserve
does not collect these records, an issue
of confidentiality under the Freedom of
Information Act (FOIA) is unlikely to
arise. FOIA, however, may be
implicated if the Federal Reserve’s
examiners retain a copy of the records
in their examination or supervision of
the institution. Any such records would
be exempt from disclosure pursuant to
exemption 8 of FOIA (5 U.S.C. 552(b)
(b)(8)). Exemption 4 to FOIA, which
protects confidential financial
information, may also be applicable. (5
U.S.C. 552(b)(4)).

Title: Federal Child Support Portal
Registration.
OMB No.: 0970–0370.
Description: The federal Office of
Child Support Enforcement (OCSE),
Division of Federal Systems, maintains
the Child Support Portal (CSP), through
which authorized users may view,
update, or upload information for child
support purposes. To securely access
the Child Support Portal, authorized
users must complete a one-time CSP
registration form. OCSE uses
information collected at the time of
registration to verify the user’s
authorization to access the portal and to
establish a secure account.
The federal Child Support Portal
Registration information collection
activities are authorized by 42 U.S.C.
653(m)(2), which requires the Secretary
to establish and implement safeguards
to restrict access to confidential
information in the Federal Parent
Locator Service to authorized persons,
and to restrict use of such information
to authorized purposes.
