The Coast Guard has issued a
temporary deviation from the operating
schedule that governs the Sacramento
County highway bridge across
Georgiana Slough, mile 12.4, near
Walnut Grove, CA. The deviation is
necessary to allow participants in the
AMGEN Tour of California bicycle race
to cross the drawspan safely and
without interruption. This deviation

SUPPLEMENTARY INFORMATION:
Sacramento County has requested a
temporary change to the operation of the
Sacramento County highway bridge,
mile 12.4, over Georgiana Slough, near
Walnut Grove, CA. The drawbridge
navigation span provides a vertical
clearance of 14 feet above Mean High
Water in the closed-to-navigation
position. The draw operates as required
by 33 CFR 117.157. Navigation on the
waterway is commercial and
recreational.
The drawspan will be secured in the
closed-to-navigation position from 11

Effective date
a.m. through 3 p.m. on May 17, 2018,
to allow the participants in the AMGEN
Tour of California bicycle race to cross
the drawspan safely and without
interruption. This temporary deviation
has been coordinated with the waterway
users. No objections to the proposed
temporary deviation were raised.
Vessels able to pass through the
bridge in the closed position may do so
at any time. The bridge will be able to
open for emergencies and there is no
immediate alternate route for vessels to
pass. The Coast Guard will also inform
the users of the waterway through our
Local and Broadcast Notices to Mariners
of the change in operating schedule for
the bridge so that vessel operators can
arrange their transits to minimize any
impact caused by the temporary
deviation.
In accordance with 33 CFR 117.35(e),
the drawbridge must return to its regular
operating schedule immediately at the
end of the effective period of this
temporary deviation. This deviation
from the operating regulations is
authorized under 33 CFR 117.35.

The Coast Guard will enforce
the security zone for the Portland Rose
Festival on the Willamette River in
Portland, OR, from 8 a.m. on June 6,
2018, through 4 p.m. on June 11, 2018.
This action is necessary to ensure the
security of vessels participating in the
2018 Portland Rose Festival on the
Willamette River during the event. Our
regulation for the Security Zone
Portland Rose Festival on the
Willamette River identifies the regulated
area. During the enforcement period, no
person or vessel may enter or remain in
the security zone without permission
from the Sector Columbia River Captain
of the Port.
DATES: The regulations in 33 CFR
165.1312 will be enforced from 8 a.m.

SUPPLEMENTARY INFORMATION: The Coast

This action is necessary to ensure the

Willamette River during the event.
Under the provisions of 33 CFR
165.1312 and subpart D of part 165, no
person or vessel may enter or remain in
the security zone, consisting of all
waters of the Willamette River, from
surface to bottom, encompassed by the
Hawthorne and Steel Bridges, without
permission from the Sector Columbia
SUMMARY:
River Captain of the Port. Persons or
vessels wishing to enter the security
zone may request permission to do so
from the on-scene Captain of the Port
representative via VHF Channel 16 or
13. The Coast Guard may be assisted by
other Federal, State, or local
enforcement agencies in enforcing this
regulation.
This notice of enforcement is issued
under authority 33 CFR 165.1312 and 5
U.S.C. 552(a). In addition to this notice
of enforcement in the Federal Register,
the Coast Guard plans to provide
notification of this enforcement period
via the Local Notice to Mariners and
marine information broadcasts.

current technology and promote
additional operational flexibility.

No person shall be subject to any
penalty for failing to comply with a
collection of information subject to the
Paperwork Reduction Act that does not
display a current, valid OMB Control
Number. The OMB Control Number is
