Abstract: The EPA is required under
section 183(e) of the Clean Air Act
(CAA) to regulate volatile organic
compound (VOC) emissions from the
use of consumer and commercial
products. Pursuant to CAA section
183(e)(3), the EPA published a list of
consumer and commercial products and
a schedule for their regulation (60 FR
15264). Architectural and industrial
maintenance coatings are included on
the list, and the standards for such
coatings are codified at 40 CFR part 59,
subpart D. The information collection
includes initial reports and periodic
recordkeeping necessary for the EPA to
ensure compliance with federal
standards for VOC emissions in
architectural coatings. Respondents are
manufacturers, distributors, and
importers of architectural coatings. All
information submitted to the EPA for
which a claim of confidentiality is made
will be safeguarded according to the
agency policies set forth in 40 CFR part
2, subpart B—Confidentiality of
Business Information.

Plan to Promote the Development and
Implementation of Alternative Test
Methods under section 4(h) of the Toxic
Substances Control Act (TSCA). This
document extends the comment period
for the draft document from April 26,
2018 to May 11, 2018. A commenter
requested additional time to submit
written comments. EPA is therefore
extending the comment period in order
to give all interested persons additional
time to comment.

is developing, pursuant to TSCA section
4(h)(2)(A), a Strategic Plan to promote
the development and implementation of
alternative test methods and strategies
to reduce, refine or replace vertebrate
animal testing. The draft Strategic Plan
will be available for comment until May
11, 2018 and information obtained will
be considered in the Agency’s
development of the final Strategic Plan
which is required to be completed and
published in June of 2018.
