Use of a Scientific Resolution Panel (SRP) is available to communities in support of the appeal resolution process. SRPs are independent panels of experts in hydrology, hydraulics, and other pertinent sciences established to review conflicting scientific and technical data and provide recommendations for resolution. Use of the SRP only may be exercised after FEMA and local communities have been engaged in a collaborative consultation process for at least 60 days without a mutually acceptable resolution of an appeal. Frequency of Response Responses per annum Description of the Need for the Information and Proposed Use: The information is being collected to explore and document the effectiveness and value of HUD’s Energy Performance Contracting (EPC) program. EPCs are an innovative financing technique designed to provide Public Housing Authorities (PHAs) with cost-effective energy improvements that are installed with little or no up-front expenditures, wherein the costs of the improvements are typically borne by the performance contractor and repaid using a portion of the cost savings resulting from the improvements. Since this type of financing began in the 1980s, HUD has approved approximately 315 EPCs totaling nearly $1.5 billion in investments. EPCs have been executed in all ten HUD regions in very small (less than 250 units) to very large (more than 6,599 units) PHAs; however, to date; no substantive review of the program’s performance has been conducted. The proposed data collection instrument is a web-based survey that will be supported by followup telephone interviews to a subset of the study’s participants.
