called for the submission of Large
Position Reports by those entities whose
positions in the 21⁄4% Treasury Notes of
November 2027 equaled or exceeded
$4.58 billion as of January 12, 2018.
DATES: Large Position Reports must be
received by 12:00 p.m. Eastern Time on
April 16, 2018.

release issued on April 10, 2018, and in
this Federal Register notice, the
Treasury called for Large Position
Reports from entities whose positions in
the 21⁄4% Treasury Notes of November
2027 equaled or exceeded $4.58 billion
as of Friday, January 12, 2018. Entities
whose positions in this note equaled or
exceeded the $4.58 billion threshold
must submit a report to the Federal

Reserve Bank of New York. This call for
Large Position Reports is pursuant to
Treasury’s large position reporting rules
under the Government Securities Act
regulations (17 CFR part 420),
promulgated pursuant to 15 U.S.C. 780–
5(f). Entities with positions in this note
below $4.58 billion are not required to
file reports. Reports must be received by
the Government Securities Dealer
Statistics Unit of the Federal Reserve
Bank of New York before 12:00 p.m.
Eastern Time on Monday, April 16,
2018, and must include the required
position and administrative
information. The reports may be faxed
to (212) 720–5025 or delivered to the
Bank at 33 Liberty Street, 6th floor.
The 21⁄4% Treasury Notes of
November 2027, Series F–2027, have a
CUSIP number of 9128283F5, a STRIPS

The Department of Veterans Affairs
(VA) gives notice under the Federal
Advisory Committee Act that a meeting

Prosthetics and Special-Disabilities
Programs will be held on April 30, 2018
and May 1, 2018, in Room 430 at VA
Central Office, 810 Vermont Avenue
NW, Washington, DC 20420. The
meeting will convene at 8:30 a.m. on
both days, and will adjourn at 4:30 p.m.
on April 30 and at 12 noon on May 1.
This meeting is open to the public.
The purpose of the Committee is to
advise the Secretary of VA on VA’s
prosthetics programs designed to
provide state-of-the-art prosthetics and
the associated rehabilitation research,
development, and evaluation of such
technology. The Committee also
provides advice to the Secretary to serve
Veterans with spinal cord injuries,
blindness or visual impairments, loss of
extremities or loss of function, deafness
or hearing impairment, and other
serious incapacities in terms of daily life
functions.
On April 30, the Committee will
receive briefings on Academic
Affiliations in Associated Health;
Workforce Management Service and
Human Resources; Modernization in
Veterans Health Administration;
Chiropractic Care Services; Clinical
Orthotic and Prosthetic Services. On
May 1, the Committee members will
receive briefings from the Physical
Medicine and Rehabilitation,
Polytrauma System of Care; Access to
Care; and Spinal Cord Injury and
Disorders
No time will be allocated for receiving
oral presentations from the public;
however, members of the public may
direct questions or submit written
statements for review by the Committee
in advance of the meeting to Judy
Schafer, Ph.D., Designated Federal
Officer, Veterans Health Administration,
Patient Care Services, Rehabilitation
and Prosthetic Services (10P4R), VA,
810 Vermont Avenue NW, Washington,
DC 20420, or by email at Judy.Schafer@
va.gov. Because the meeting is being
held in a Government building, a photo
I.D. must be presented at the Guard’s
Desk as a part of the clearance process.
Therefore, you should allow an
additional 30 minutes before the
