The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission. The proposed project would consist of the following new facilities: (1) A 28foot-high dam with a total crest length of 6,000 feet, creating a 1,300 acre-foot upper reservoir with a maximum surface elevation of 1,456 feet mean sea level (MSL); (2) a 200-foot-long, 12-footdiameter steel penstock extending from the upper reservoir dam to the powerhouse; (3) an underground powerhouse with two 75-megawatt pump/turbine units; (4) a 2,200-footlong, 14-foot-diameter low pressure draft tube extending from the powerhouse to the lower reservoir; (5) a 1,500 acre-foot lower reservoir with a maximum reservoir surface elevation of 455 feet MSL to be located within an existing pit mine (no dam needed); (6) a new 200-Megavolt-ampere substation located adjacent to the upper reservoir; (7) a 2,500-foot-long, 137-kilovolt (kV) transmission line extending from the project’s substation to existing 137-kV transmission lines owned by Arizona Public Service; and (8) appurtenant facilities.
