Environmental Assessment
In accordance with the National
Environmental Policy Act of 1969 and
the Federal Energy Regulatory
Commission’s (Commission)
regulations, 18 CFR part 380, the Office
of Energy Projects has reviewed the
application for new license for the
Mattaceunk Hydroelectric Project,
located on the Penobscot River in
Aroostook and Penobscot Counties,
Maine, and has prepared a Draft
Environmental Assessment (DEA) for
the project. The project does not occupy
federal land.
The DEA contains Commission staff’s
analysis of the potential effects of
continued operation and maintenance of
the project. The DEA concludes that
relicensing the project, with appropriate
environmental protective measures,
would not constitute a major federal
action that would significantly affect the
quality of the human environment.

out informal consultation pursuant to
section 7 of the Endangered Species Act

instituting an investigation into the
justness and reasonableness of
Dominion Energy Overthrust Pipeline,
LLC’s (Overthrust) currently effective
tariff rates. The Commission’s order

revenue study within 75 days of the
