FAA Order 7400.11B lists Class A, B, C, D, and E airspace areas, air traffic service routes, and reporting points. daltland on DSKBBV9HB2PROD with PROPOSALS The Proposal The FAA is proposing an amendment to Title 14, Code of Federal Regulations (14 CFR) part 71 by amending the Class E airspace extending upward from 700 feet above the surface to within a 6.6mile radius (decreased from a 6.7-mile radius) at Halliburton Field, Duncan, OK, and removing the extension to the north of the airport associated with the Halliburton Field Localizer. This proposal would add an extension within 4 miles each side of the 359° bearing from the airport from the 6.6-mile radius to 11.6 miles north of the airport. The geographic coordinates of the airport would also be updated to coincide with the FAA’s aeronautical database, and the name of the city associated with the airport in the airspace description would be removed to comply with a change to FAA Order 7400.2L, Procedures for Handling Airspace Matters. This action is necessary due to an airspace review caused by the decommissioning of the Duncan VOR as part of the VOR MON Program and cancellation of the associated instrument procedures. Class E airspace designations are published in paragraph 6005 of FAA Order 7400.11B, dated August 3, 2017, and effective September 15, 2017, which is incorporated by reference in 14 CFR 71.1. The Class E airspace designation listed in this document will be published subsequently in the Order. Regulatory Notices and Analyses The FAA has determined that this regulation only involves an established body of technical regulations for which frequent and routine amendments are necessary to keep them operationally current, is non-controversial and unlikely to result in adverse or negative comments. It, therefore: (1) Is not a ‘‘significant regulatory action’’ under Executive Order 12866; (2) is not a ‘‘significant rule’’ under DOT Regulatory Policies and Procedures (44 FR 11034; February 26, 1979); and (3) does not warrant preparation of a regulatory evaluation as the anticipated impact is so minimal. SUMMARY: The Food and Drug Administration (FDA) is announcing the 
withdrawal, without prejudice to a future filing, of a food additive 
petition (animal use) proposing that the food additive regulations be 
amended to provide for the safe use of L-selenomethionine as a dietary 
source of selenium in feed for poultry, swine, and ruminants.

DATES: The food additive petition was withdrawn on November 10, 2017.

Vierlinghstraat 51, 4251 LC Werkendam, The Netherlands. The petition 
proposed to amend part 573 of title 21 of the Code of Federal 
Regulations (CFR), Food Additives Permitted in Feed and Drinking Water 
of Animals, to provide for the safe use of L-selenomethionine as a 
dietary source of selenium in feed for poultry, swine, and ruminants. 
Excentials B.V. has now withdrawn the petition without prejudice to a 
future filing in accordance with 21 CFR 571.7.
