SUPPLEMENTARY INFORMATION: The FAA invites public comment on the request to release property at the Arapahoe County Public Airport under the provisions of the AIR 21 (49 U.S.C. 47107(h)(2)). On February 27, 2018, the FAA determined that the request to release property at the Arapahoe County Public Airport submitted by the Arapahoe County Public Airport meets the procedural requirements of the Federal Aviation Administration. The following is a brief overview of the request: The Arapahoe County Public Airport is proposing the release from the terms, conditions, reservations, and restrictions on approximately 27.766 acres of federally obligated land at the Arapahoe County Public Airport. This land was originally purchased in 2007 as part of a larger deal to obtain a restrictive covenant over several tracts of developable land near the airport that were slated for residential use. However, several buyers have approached the airport with interest in purchasing the land for compatible uses. The property release conveyance will include appropriate continuing right of flight and continuing restriction clauses that will prohibit any activity on the land that would interfere with or be a hazard to the flight of aircraft over the land or to and from the airport, or that interferes with air navigation and communications facilities serving the airport. The release of land is necessary to comply with Federal Aviation Administration Grant Assurances that do not allow federally acquired airport property to be used for non-aviation purposes. The sale of the subject property will result in the land at Iowa City Municipal Airport (IOW) being changed from aeronautical to nonaeronautical use and release the lands from the conditions of the Airport Improvement Program Grant Agreement Grant Assurances. In accordance with 49 U.S.C. 47107(c)(2)(B)(i) and (iii), the airport will receive fair market value for the property, which will be subsequently reinvested in another eligible airport improvement project for general aviation facilities at Iowa City Municipal Airport. Background The VIS Working Group is an advisory committee established in accordance with Section 10 of the Protecting Our Infrastructure of Pipelines and Enhancing Safety Act of 2016 (Pub. Meeting Details and Agenda The VIS Working Group agenda will include briefings on topics such as mandate requirements, integrity management, data types and tools, inline inspection repair and other direct assessment methods, geographic information system implementation, subcommittee considerations, lessons learned, examples of existing information-sharing systems, safety management systems, and more. As part of its work, the committee will ultimately provide recommendations to the Secretary, as required and specifically outlined in Section 10 of Public Law 114–183, addressing: (a) The need for, and the identification of, a system to ensure that dig verification data are shared with inline inspection operators to the extent consistent with the need to maintain proprietary and security-sensitive data in a confidential manner to improve pipeline safety and inspection technology; (b) Ways to encourage the exchange of pipeline inspection information and the development of advanced pipeline inspection technologies and enhanced risk analysis; (c) Opportunities to share data, including dig verification data between operators of pipeline facilities and inline inspector vendors to expand knowledge of the advantages and disadvantages of the different types of in-line inspection technology and methodologies; (d) Options to create a secure system that protects proprietary data while encouraging the exchange of pipeline inspection information and the development of advanced pipeline inspection technologies and enhanced risk analysis; (e) Means and best practices for the protection of safety and security- E:\FR\FM\08MRN1.SGM 08MRN1
