ACTION: Final rule. AGENCY: This regulation establishes tolerances for residues of fluopicolide in or on multiple commodities which are identified and discussed later in this document. In addition, this regulation removes several previously established tolerances that are superseded by this final rule. Interregional Research Project Number 4 (IR–4) requested these tolerances under the Federal Food, Drug, and Cosmetic Act (FFDCA). DATES: This regulation is effective March 7, 2018. Objections and requests for hearings must be received on or before May 7, 2018, and must be filed in accordance with the instructions provided in 40 CFR part 178 (see also Unit I.C. of the SUPPLEMENTARY INFORMATION). SUMMARY: The Environmental Protection Agency (EPA) received adverse 
comment on the direct final rule titled ``Protection of Stratospheric 
Ozone: Revision to References for Refrigeration and Air Conditioning 
Sector to Incorporate Latest Edition of Certain Industry, Consensus-
based Standards,'' published on December 11, 2017. Therefore, through 
this document we are withdrawing that direct final rule.

DATES: The direct final rule published at 82 FR 58122 on December 11, 
2017 is withdrawn effective March 7, 2018.
