SUPPLEMENTARY INFORMATION: This ICR seeks to extend PRA authority for the Agreement and Undertaking information collection. A coal mine operator who has been approved to be a self-insurer completes Form OWCP–1 to provide the Secretary of Labor with authorization to sell securities or to bring suit under indemnity bonds deposited by the self-insured employers in the event there is a default in the payment of benefits. The Federal Coal Mine Health and Safety Act of 1969 authorizes this information collection. See 30 U.S.C. 933. This information collection is subject to the PRA. A Federal agency generally cannot conduct or sponsor a collection of information, and the public is generally not required to respond to an information collection, unless it is approved by the OMB under the PRA and displays a currently valid OMB Control Number.
