AGENCY: Environmental Protection Agency (EPA).

ACTION: Proposed rule.

SUMMARY: Pursuant to the Federal Clean Air Act (CAA or the Act), the 
Environmental Protection Agency (EPA) is proposing to approve revisions 
submitted by the State of Texas that affect the Texas State 
Implementation Plan (SIP) concerning Texas' motor vehicle air pollution 
rules and retail gasoline dispensing labeling requirements for El Paso. 
The revisions are non-substantive in nature and do not affect 
implementation of federal requirements.

DATES: Written comments should be received on or before March 29, 2018.
