action. Once issued, a COAC remains
valid until information supplied in the
COAC application or the COAC terms
become inapplicable to the vessel.
The Chief, Prevention Division, of the
Thirteenth Coast Guard District, certifies
that the M/V GLOBAL PROVIDER (O.N.
CG1427905) is a vessel of special
construction or purpose, and that, with
respect to the position of the forward
and aft masts, and required lights, it is
not possible to comply fully with the
requirements of the provisions
enumerated in the 72 COLREGS,
without interfering with the normal
operation, construction, or design of the
vessel. The unique design of the vessel
did not lend itself to full compliance
with Annex I part 2(a)(i), Annex 1 part
2(a)(ii), and Annex 1 part 2(i)(i) of the
72 COLREGS of the International
Navigational Rules. The Chief,
Prevention Division further finds and
certifies that the forward and aft masts,
and required lights, are in the closest
possible compliance with the applicable
provisions of the 72 COLREGS.6
This notice is issued under authority
of 33 U.S.C. 1605(c) and 33 CFR 81.18.

formulate recommendations.
Day 2
The National Offshore Safety
Advisory full Committee will hold a
public meeting on March 28, 2018 from
8:00 a.m. to 6:00 p.m. (Central Time) to
review and discuss the progress of, and
any reports and recommendations
received from the above listed
subcommittees from their deliberations
on December 12, 2017. The Committee
will then use this information and
consider public comments in
formulating recommendations to the
United States Coast Guard. Public

The Commercial Fishing
Safety Advisory Committee (CFSAC)
will meet via teleconference to discuss
the Regulatory Reform tasking efforts
(CFSAC task statement #01–17) and may
take action to submit their report to the
United States Coast Guard. The
teleconference will be open to the
public. The U.S. Coast Guard will
consider CFSAC recommendations as
part of the process of identifying
regulations, guidance, and collections of
information to be repealed, replaced, or
modified pursuant to the three
Executive Orders discussed above.
