The licensee also requests Commission approval to relocate a portion of a project transmission line connecting the Hyatt Powerplant Switchyard and the Thermalito Diversion Dam Powerhouse. In addition, the licensee proposes to reconstruct the Oroville main spillway to similar dimensions as the original design. Finally, the licensee proposes various protective or mitigative measures to minimize impacts to environmental resources during these activities. The above activities are being proposed as a result of the February 2017 failure of the main spillway and extensive erosion caused by the use of the emergency spillway. The Commission will be analyzing the environmental effects of the above activities, also known as the response and recovery phases of the spillway failure. Consequently, any comments, motions to intervene, or protests should concern only the environmental aspects of the response and recovery efforts. Any comments relating to project relicensing are not within the scope of this public notice and subsequent analysis. l.
