VerDate Sep<11>2014 19:24 Feb 15, 2018 Jkt 244001 amended (the Act) and 19 CFR 351.213(b), to conduct an administrative review of this countervailing duty order.2 On December 7, 2017, Commerce published in the Federal Register a notice of initiation with respect to CSN.3 On January 23, 2018, CSN timely withdrew its request for an administrative review.4 Pursuant to 19 CFR 351.213(d)(1), the Secretary will rescind an administrative review, in whole or in part, if a party who requested the review withdraws the request within 90 days of the date of publication of notice of initiation of the requested review. As noted above, CSN withdrew its request for review by the 90-day deadline, and no other party requested an administrative review of this order. Therefore, we are rescinding the administrative review of the countervailing duty order on hot-rolled steel products from Brazil covering the period January 15, 2016, through December 31, 2016. Assessment Commerce will instruct U.S. Customs and Border Protection (CBP) to assess countervailing duties on all appropriate entries. Countervailing duties shall be assessed at rates equal to the cash deposit of estimated countervailing duties required at the time of entry, or withdrawal from warehouse, for consumption, in accordance with 19 CFR 351.212(c)(1)(i). Commerce intends to issue appropriate assessment instructions directly to CBP 15 days after the date of publication of this notice in the Federal Register. Notification Regarding Administrative Protective Orders This notice serves as the only reminder to parties subject to administrative protective order (APO) of their responsibility concerning the return or destruction of proprietary information disclosed under APO in accordance with 19 CFR 351.305(a)(3). See 5 U.S.C. 553(d). This addition to the Committee’s Procurement List is effectuated because of the expiration of the U.S. Navy NAVFAC Mid Atlantic Grounds Maintenance Service contract. The Federal customer contacted, and has worked diligently with the AbilityOne Program to fulfill this service need under the AbilityOne Program. To avoid performance disruption, and the possibility that the U.S. Navy will refer its business elsewhere, this addition must be effective on February 28, 2018, ensuring timely execution for a March 1, 2018 start date while still allowing 11 days for comment. Pursuant to its own regulation 41 CFR 51–2.4, the Committee has been in contact with one of the affected parties, the incumbent of the expiring contract since July 2017 and determined that no severe adverse impact exists. The Committee also published a notice of proposed Procurement List addition in the Federal Register on November 27, 2017, and did not receive any comments from any interested persons, including from the incumbent contractor. This addition will not create a public hardship and has limited effect on the public at large, but, rather, will create new jobs for other affected parties—people with significant disabilities in the AbilityOne Program who otherwise face challenges E:\FR\FM\16FEN1.SGM 16FEN1
