Objectives
At the scoping meetings, the staff will:
(1) Summarize the environmental issues
tentatively identified for analysis in the
EA; (2) solicit from the meeting
participants all available information,
especially quantifiable data, on the
resources at issue; (3) encourage
statements from experts and the public
on issues that should be analyzed in the
EA, including viewpoints in opposition
to, or in support of, the staff’s
preliminary views; (4) determine the
resource issues to be addressed in the
EA; and (5) identify those issues that
require a detailed analysis, as well as
those issues that do not require a
detailed analysis.
Procedures
The meetings are recorded by a
stenographer and become part of the
formal record of the Commission
proceeding on the project.
Individuals, organizations, and
agencies with environmental expertise
and concerns are encouraged to attend
the meeting and to assist the staff in
defining and clarifying the issues to be
addressed in the EA.

The staff of the Federal Energy
Regulatory Commission (FERC or
Commission) has prepared a final
supplemental environmental impact
statement (SEIS) to address the August
22, 2017 Opinion issued by the United
States Court of Appeals for the District
of Columbia regarding the Commission’s
environmental review of the Southeast
Market Pipelines (SMP) Project.
The final SEIS estimates the
greenhouse gas emissions generated by
the SMP Project’s customers’
downstream facilities, describes the
methodology used to determine these
estimates, discusses context for
understanding the magnitude of these
emissions, describes the Commission’s
past policy on use of the Social Cost of
Carbon tool, and as appropriate,
addresses comments on the draft SEIS
issued on September 27, 2017.
Commission staff will mail copies of
the final SEIS to federal, state, and local
government representatives and
agencies; elected officials;
environmental and public interest
groups; Native American tribes;
potentially affected landowners and
other interested individuals and groups;
newspapers and libraries in the project
area; and parties to this proceeding.
Additionally, the final SEIS is available
for public viewing on the FERC’s
website (www.ferc.gov) using the
eLibrary link.
