Public Participation and Request for
Comments
This Notice relies on the authority of
the Paperwork Reduction Act of 1995;
44 U.S.C. Chapter 35, as amended. An
ICR is an application to OIRA seeking
the approval, extension, or renewal of a
Coast Guard collection of information
(Collection). The ICR contains
information describing the Collection’s
purpose, the Collection’s likely burden
on the affected public, an explanation of
the necessity of the Collection, and
other important information describing
the Collection. There is one ICR for each
Collection. The Coast Guard invites
comments on whether this ICR should
be granted based on the Collection being
necessary for the proper performance of
Departmental functions. In particular,
the Coast Guard would appreciate
comments addressing: (1) The practical
utility of the Collection; (2) the accuracy
of the estimated burden of the
Collection; (3) ways to enhance the
quality, utility, and clarity of
information subject to the Collection;
and (4) ways to minimize the burden of
the Collection on respondents,
including the use of automated
collection techniques or other forms of
information technology. These
comments will help OIRA determine
whether to approve the ICR referred to
in this Notice.
We encourage you to respond to this
request by submitting comments and
related materials. Comments to Coast
Guard or OIRA must contain the OMB
Control Number of the ICR. They must
also contain the docket number of this
request, [USCG–2017–0902], and must
be received by March 1, 2018.

Previous Request for Comments
This request provides a 30-day
comment period required by OIRA. The
Coast Guard published the 60-day
notice (82 FR 49636, October 26, 2017)
required by 44 U.S.C. 3506(c)(2). That
Notice elicited no comments.
Accordingly, no changes have been
made to the Collection.
Information Collection Request
Title: Security Zones, Regulated
Navigation Areas, and Safety Zones.
OMB Control Number: 1625–0020.
Summary: The Coast Guard collects
this information only when someone
seeks a security zone, regulated
navigation area, or safety zone. It uses
the information to assess the need to
establish one of these areas.
Need: Section 1226 and 1231 of 33
U.S.C. and 50 U.S.C. 191 and 195, and
part 6 and 165 of 33 CFR give the Coast
Guard Captain of the Port (COTP) the
authority to designate security zones in
the U.S. for as long as the COTP deems
necessary to prevent damage or injury.
Section 1223 of 33 U.S.C. authorizes the
Coast Guard to prescribe rules to control
vessel traffic in areas he or she deems
hazardous because of reduced visibility,
adverse weather, or vessel congestion.
Section 1225 of 33 U.S.C. authorizes the
Coast Guard to establish rules to allow
the designation of safety zones where
access is limited to authorized persons,
vehicles, or vessels to protect the public
from hazardous situations.
Forms: None.
Respondents: Federal, State, and local
government agencies, owners and
operators of vessels and facilities.
Frequency: On occasion.
Hour Burden Estimate: The estimated
burden has decreased from 413 hours to
178 hours a year due to a decrease in the
estimated annual number of
respondents.

ACTION: Final notice.
AGENCY:
Flood hazard determinations,
which may include additions or
modifications of Base Flood Elevations
(BFEs), base flood depths, Special Flood
Hazard Area (SFHA) boundaries or zone
designations, or regulatory floodways on
the Flood Insurance Rate Maps (FIRMs)
and where applicable, in the supporting
Flood Insurance Study (FIS) reports
have been made final for the
communities listed in the table below.
The FIRM and FIS report are the basis
of the floodplain management measures
that a community is required either to
adopt or to show evidence of having in
effect in order to qualify or remain
qualified for participation in the Federal

4231
(FEMA) makes the final determinations
listed below for the new or modified
flood hazard information for each
community listed. Notification of these
changes has been published in
newspapers of local circulation and 90
days have elapsed since that
publication. The Deputy Associate
Administrator for Insurance and
Mitigation has resolved any appeals
resulting from this notification.
This final notice is issued in
accordance with section 110 of the
Flood Disaster Protection Act of 1973,
42 U.S.C. 4104, and 44 CFR part 67.
FEMA has developed criteria for
floodplain management in floodprone
areas in accordance with 44 CFR part
60.
Interested lessees and owners of real
property are encouraged to review the
new or revised FIRM and FIS report
available at the address cited below for
each community or online through the
FEMA Map Service Center at https://
msc.fema.gov.
The flood hazard determinations are
made final in the watersheds and/or
communities listed in the table below.
