Purpose of the Meeting: This is the
second meeting of the Council for Fiscal
Year 2018 (FY2018). During this
meeting, Council members will receive

and (2) Spouse Licensure.

SUMMARY:
hereby given that the Environmental
Management Advisory Board (Board)
will be renewed for a two-year period
beginning January 19, 2018.
The Board provides the Assistant
Secretary for Environmental
Management (EM) with information and
strategic advice on a broad range of
corporate issues affecting the EM
program. These corporate issues
include, but are not limited to, project
management and oversight activities,
cost/benefit analyses, program
performance, human capital
development, and contracts and
acquisition strategies.
Additionally, the renewal of the
Board has been determined to be
essential to conduct DOE’s business and
to be in the public interest in
connection with the performance of
duties imposed on DOE by law and
agreement. The Board will operate in
accordance with the provisions of the
Federal Advisory Committee Act, and
rules and regulations issued in
implementation of that Act.

Take notice that on January 16, 2018,
Columbia Gas of Pennsylvania, Inc.
(CPA), 121 Champion Way, Suite 100,
Canonsburg, Pennsylvania 15317, filed
in Docket No. CP18–49–000 an
application pursuant to section 7(f) of
the Natural Gas Act (NGA) requesting a
service area determination within which
CPA may, without further Commission
authorization, enlarge or expand its
facilities. CPA states that this
determination will allow it to transport
natural gas from a delivery point in
Ohio for distribution to consumers in
Pennsylvania. CPA asserts that it
recently discovered that one of the
Columbia Gas Transmission, LLC points
of delivery that serves CPA is located in
Columbiana County, Ohio,
approximately 679 feet from the

Pennsylvania border. CPA avers that it
further discovered that there is a
Columbia Gas of Ohio, Inc. customer in
Ohio being serviced from the CPA
pipeline. CPA does not contemplate any
change in its operations and does not
plan to serve any customers in Ohio.
CPA additionally requests that the
Commission determine that CPA
qualifies as a local distribution company
for the purposes of transportation under
section 311 of the Natural Gas Policy
Act and that it be granted waiver of all
reporting and accounting requirements,
as well as other rules and regulations
that are normally applicable to natural
gas companies subject to the
Commission’s jurisdiction, all as more
fully set forth in the application which
is on file with the Commission and open
to public inspection. The filing is
