The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission. The proposed project would consist of the following: (1) A 960-foot-long, 14foot-diameter steel penstock lining the existing concrete conduit; (2) a 14-footlong, 14-foot-wide bifurcation structure attached to the proposed penstock, with one 265-foot-long branch extending to the proposed powerhouse, and the other 86-foot-long branch extending to the existing stilling basin to provide an outlet point for the release of floodwaters; (3) a 70-foot-long, 55-footwide powerhouse containing two Kaplan generating units with a total capacity of 11.63 megawatts; (4) a 75foot-long tailrace; (5) a 50-foot-long, 50foot-wide switchyard; and (6) a 4,210foot-long, 12.5-kilovolt transmission line. The estimated annual generation of the project would be 41.64 gigawatt- PO 00000 Frm 00023 Fmt 4703 Sfmt 4703 1349 hours, and would operate as directed by the U.S. Army Corps of Engineers.
