The Federal Aviation
Administration (FAA) is considering a
proposal from the City of Cedar Rapids
(sponsor), Cedar Rapids, IA, to release 3
tracts totaling 489.72 + (Tract 1: 259.88
+ acres, Tract 2: 215.52 + acres and
Tract 3; 14.32 + acres) of land from the
federal obligation dedicating it to
aeronautical use and to authorize these
parcels to be used for revenueproducing, non-aeronautical purposes.

SUPPLEMENTARY INFORMATION: The FAA
invites public comment on the request
to change approximately 489.72 + acres
of airport property at The Eastern Iowa
Airport (CID) from aeronautical use to
non-aeronautical for revenue producing
use. The tracts of land are located along
the Northern boundary of the airport,
near 76th Avenue SW and on the corner
of 76th Ave. SW and Edgewood Road
SW and the corner of 76th Ave. and
18th St. SW. These tracts will be used
for light industrial/business park.
No airport landside or airside
facilities are presently located on these
tracts, nor are airport developments
contemplated in the future. There is no
current use of the surface of these tracts.
The tracts will serve as revenue
producing lots with the proposed

change from aeronautical to nonaeronautical. The request submitted by
the Sponsor meets the procedural
requirements of the Federal Aviation
Administration and the change to nonaeronautical status of the property does
not and will not impact future aviation
needs at the airport. The FAA may
approve the request, in whole or in part,
no sooner than thirty days after the
publication of this Notice.
The following is a brief overview of
the request:
The Eastern Iowa Airport (CID) is
proposing the release of three tracts of
land totaling 489.72 more or less acres
from aeronautical to non-aeronautical.
The release of land is necessary to
comply with Federal Aviation
Administration Grant Assurances that
do not allow federally acquired airport
property to be used for non-aviation
purposes. The rental of the subject
property will result in the land at The
Eastern Iowa Airport (CID) being
changed from aeronautical to
nonaeronautical use and release the
lands from the conditions of the Airport
Improvement Program Grant Agreement
Grant Assurances. In accordance with
49 U.S.C. 47107(c) (2)(B)(i) and (iii), the
airport will receive fair market rental
value for the property. The annual
income from rent payments will
generate a long-term, revenue-producing
stream that will further the Sponsor’s
obligation under FAA Grant Assurance
number 24, to make The Eastern Iowa
Airport as financially self-sufficient as
possible.

Title: Generic Clearance for the
Collection of Qualitative Feedback on
Agency Service Delivery.
OMB Control Number: 2127–0682.
Type of Review: Renewal of a
currently approved information
collection.
Abstract: The proposed information
collection activity provides a means to
garner qualitative customer and
stakeholder feedback in an efficient,
timely manner, in accordance with the
Administration’s commitment to
improving service delivery.
This feedback will provide insights
into customer or stakeholder
perceptions, experiences and
expectations, provide an early warning
of issues with service, or focus attention
on areas where communication, training
or changes in operations might improve
delivery of products or services. These
collections will allow for ongoing,
collaborative and actionable
communications between the Agency
and its customers and stakeholders. It
will also allow feedback to contribute
directly to the improvement of program
management.
The solicitation of feedback will target
areas such as: Timeliness,
appropriateness, accuracy of
information, courtesy, efficiency of
service delivery, and resolution of
issues with service delivery. Responses
will be assessed to plan and inform
efforts to improve or maintain the
quality of service offered to the public.
If this information is not collected, vital
feedback from customers and
stakeholders on the Agency’s services
will be unavailable.
The Agency will only submit a
collection for approval under this
generic clearance if it meets the
following conditions:
• The collections are voluntary;
• The collections are low-burden for
respondents (based on considerations of
total burden hours, total number of
respondents, or burden-hours per
respondent) and are low-cost for both
the respondents and the Federal
Government;
• The collections are noncontroversial and do not raise issues of
concern to other Federal agencies;
• Any collection is targeted to the
solicitation of opinions from
respondents who have experience with
the program or may have experience
with the program in the near future;

clearance provides useful information,

This type of generic clearance for
qualitative information will not be used
for quantitative information collections
that are designed to yield reliably
actionable results, such as monitoring
trends over time or documenting
program performance. Such data uses
require more rigorous designs that
address: The target population to which
generalizations will be made, the
sampling frame, the sample design
(including stratification and clustering),
the precision requirements or power
calculations that justify the proposed
sample size, the expected response rate,
methods for assessing potential nonresponse bias, the protocols for data
collection, and any testing procedures
that were or will be undertaken prior to
fielding the study. Depending on the
degree of influence the results are likely
to have, such collections may still be
eligible for submission for other generic
mechanisms that are designed to yield
quantitative results.
As a general matter, information
collections will not result in any new
system of records containing privacy
information and will not ask questions
of a sensitive nature, such as sexual
behavior and attitudes, religious beliefs,
and other matters that are commonly
considered private.
