revisions to the Workforce Innovation
and Opportunity Act (WIOA) Common
Performance Reporting information
collection. The WIOA requires states to
report on performance in core programs
such as the Wagner-Peyser Act
programs, the Adult, Dislocated Worker,
and Youth programs, Adult Education
and Family Literacy Act programs, and
the Vocational Rehabilitation Act
programs. This collection contains the
data to be collected for the measure
states are to use to report on
performance. This information
collection has been classified as a
revision, because of changes to the
WIOA Eligible Training Provider
Performance Report (EPT) (DefinitionsOnly) (Form ETA–9171), WIOA Annual
Statewide Performance Report (Form
ETA–9169), and WIOA Joint PIRL (Form
ETA–9170). Additionally, in this ICR,
data elements related to training
program information to the ETP
Performance Report have been added.
This additional information is necessary
to facilitate the provision of more useful
information to assist participants in
choosing employment and training
activities, and in choosing ETPs. Other
changes include clarifying
specifications and data elements as well
as aligning the forms with published
guidance and policy. WIOA section 116
authorizes this information collection.

This information collection is subject
to the PRA. A Federal agency generally
cannot conduct or sponsor a collection
of information, and the public is
generally not required to respond to an
information collection, unless it is
approved by the OMB under the PRA
and displays a currently valid OMB
Control Number. In addition,
notwithstanding any other provisions of
law, no person shall generally be subject
to penalty for failing to comply with a
collection of information that does not
display a valid Control Number. See 5
CFR 1320.5(a) and 1320.6. The DOL
obtains OMB approval for this
information collection under Control
Number 1205–0526. The current
approval is scheduled to expire on
August 31, 2019; however, the DOL
notes that existing information
collection requirements submitted to the
OMB receive a month-to-month
extension while they undergo review.
New requirements would only take
effect upon OMB approval. For
additional substantive information
about this ICR, see the related notice
published in the Federal Register on
January 19, 2017 (82 FR 6651).
