notice is hereby given that on December
18, 2017, ICE Clear Europe Limited
(‘‘ICE Clear Europe’’) filed with the
Securities and Exchange Commission
(‘‘Commission’’) the proposed rule
change described in Items I, II, and III
below, which Items have been prepared
primarily by ICE Clear Europe. The
Commission is publishing this notice
and order to solicit comments on the

II. Clearing Agency’s Statement of the
Purpose of, and Statutory Basis for, the
Proposed Rule Change, Security-Based
Swap Submission or Advance Notice
In its filing with the Commission, ICE
Clear Europe included statements
concerning the purpose of and basis for
the proposed rule change and discussed
any comments it received on the
proposed rule change. The text of these
statements may be examined at the
places specified in Item IV below. ICE
Clear Europe has prepared summaries,
set forth in sections (A), (B), and (C)
below, of the most significant aspects of
such statements.
(A) Clearing Agency’s Statement of the
Purpose of, and Statutory Basis for, the
Proposed Rule Change, Security-Based
Swap Submission or Advance Notice
(a) Purpose
The purpose of the proposed changes
is to amend the Rules,3 Clearing
Procedures and CDS Procedures to
implement certain requirements under
the European Union Markets in
Financial Instruments Directive (‘‘MiFID
II’’) 4 and Markets in Financial
Instruments Regulation (‘‘MiFIR’’),5 and
related implementing regulations and
technical standards,6 relating to indirect
clearing and certain other matters as
discussed herein. The relevant
requirements under MiFID II and MiFIR
will take effect on January 3, 2018.

Regulation (‘‘EMIR’’) 7 and technical
