This information collection addresses the burden associated with recordkeeping requirements imposed on LEAs by the asbestos in schools rule, and reporting and recordkeeping requirements imposed on states and training providers related to the model accreditation plan rule. III. What is the Agency’s authority for taking this action? Under TSCA, 15 U.S.C. 2601 et seq., EPA classifies a chemical substance as either an ‘‘existing’’ chemical or a ‘‘new’’ chemical. Any chemical substance that is not on EPA’s TSCA Inventory is classified as a ‘‘new chemical,’’ while those that are on the TSCA Inventory are classified as an ‘‘existing chemical.’’ For more information about the TSCA Inventory, please go to: https://www.epa.gov/ opptintr/newchems/pubs/ inventory.htm. Anyone who plans to manufacture or import a new chemical substance for a non-exempt commercial purpose is required by TSCA section 5 to provide EPA with a PMN, before initiating the activity. III. Are there changes in the estimates from the last approval?

    There is an increase of 67,509 hours in the total estimated 
respondent burden compared with that identified in the ICR currently 
approved by OMB. This increase reflects a change in the methodology to 
calculate the number of schools with friable asbestos-containing 
materials (ACM); a revision to the life span of schools using average 
functional age to determine the remaining life of school buildings; and 
a change in the rate of removal of friable ACM. See the Supporting 
Statement for details. This change is an adjustment.

IV. What is the next step in the process for this ICR?

    EPA will consider the comments received and amend the ICR as

appropriate. The final ICR package will then be submitted to OMB for 
review and approval pursuant to 5 CFR 1320.12. EPA will issue another 
Federal Register document pursuant to 5 CFR 1320.5(a)(1)(iv) to 
announce the submission of the ICR to OMB and the opportunity to submit
