The above-captioned companies failed to file their delinquent Electric Quarterly Reports. The Commission hereby revokes the market-based rate authority and terminates the electric market-based rate tariff of each of the companies who are named in the caption of this order. Columbia proposes to construct Donegal Storage Well 12618 in lieu of multiple well recompletions and stimulations. Columbia states that Donegal Storage Well 12618 could provide 15 million cubic feet per day or more during a design flow day, dependent on certain parameters. Columbia estimates the cost of the project to be approximately $3,300,000. Columbia avers that there will be no change in the certificated physical parameters of the Donegal Storage Field, including maximum reservoir pressure, reservoir and buffer boundaries, and certificated storage capacity as a result of the proposal, all as more fully set E:\FR\FM\26DEN1.SGM 26DEN1

    On November 20, 2017, the Commission issued an order announcing its
