SUPPLEMENTARY INFORMATION: On March
5, 2018, the Federal Election
Commission will officially relocate to a
new street address: 1050 First Street NE,
Washington, DC 20463. Until March 5,
2018, the Commission will continue to
reside and accept mail at 999 E Street
NW, Washington, DC 20463.
The Commission is promulgating
these amendments without advance
notice or an opportunity for comment
because they fall under the ‘‘good
cause’’ exemption of the Administrative
Procedure Act. 5 U.S.C. 553(b)(B). The
Commission finds that notice and
comment are unnecessary here because
these amendments are merely technical;
they effect no substantive changes to
any rule. For the same reason, these
amendments fall within the ‘‘good
cause’’ exception to the delayed
effective date provisions of the
Administrative Procedure Act and the
Congressional Review Act. 5 U.S.C.
553(d)(3), 808(2). Moreover, because
these amendments are exempt from the
notice and comment procedure of the
Administrative Procedure Act under 5
U.S.C. 553(b), the Commission is not
required to conduct a regulatory
flexibility analysis under 5 U.S.C. 603 or
604. See 5 U.S.C. 601(2), 604(a). Nor is

issued for the Light Helicopter Turbine
Engine Company (LHTEC), CTS800–
4AT turboshaft engine model. This
engine model will have a novel or
unusual design feature associated with
a 30-minute all engines operating (AEO)
power rating. The applicable
airworthiness regulations do not contain
adequate or appropriate safety standards
for this design feature. These special
conditions contain the additional safety
standards that the Administrator
considers necessary to establish a level
of safety equivalent to that established
by the existing airworthiness standards.

The FAA
has determined that notice of, and
opportunity for prior public comment
on, these special conditions is
impracticable because these procedures
would significantly delay issuance of
the Type Certificate approval and thus,
delivery of the affected engines.
In addition, the substance of these
special conditions has been subjected to
the notice and comment period in prior
instances, and has been derived without
substantive change from those
previously issued. It is unlikely that
prior public comment would result in a
significant change from the substance
contained herein. Therefore, because a
delay would significantly affect the
certification of the engine, which is
imminent, the FAA has determined that
prior public notice and comment are
unnecessary and impracticable, and
good cause exists for adopting these
special conditions.
