The Drug Enforcement
Administration (DEA) has considered
the factors in 21 U.S.C. 823(a) and
determined that the registration of these
registrants to manufacture the
applicable basic classes of controlled
substances is consistent with the public
interest and with United States
obligations under international treaties,
conventions, or protocols in effect on
May 1, 1971. The DEA investigated each
of the company’s maintenance of
effective controls against diversion by
inspecting and testing each company’s
physical security systems, verifying
each company’s compliance with state
and local laws, and reviewing each
company’s background and history.
Therefore, pursuant to 21 U.S.C.
823(a), and in accordance with 21 CFR
1301.33, the DEA has granted a
registration as a bulk manufacturer to
the above listed persons.

abstract: Respondents will be persons
16 years or older living in households
located throughout the United States
sampled for the National Crime
Victimization Survey (NCVS). The PPCS
will be conducted as a supplement to
the NCVS in all sample households for
a six (6) month period. The PPCS is one
component of the BJS effort to fulfill the
mandate set forth by the Violent Crime
Control and Law Enforcement Act of
1994 to collect, evaluate, and publish
data on the use of excessive force by law
enforcement personnel. The goal of the
collection is to report national statistics
that provide a better understanding of
the types, frequency, and outcomes of
contacts between the police and the
public, public perceptions of police
behavior during the contact, and the
conditions under which police force
may be threatened or used. BJS plans to
publish this information in reports and
reference it when responding to queries
from the U.S. Congress, Executive Office
of the President, the U.S. Supreme
Court, state officials, international
organizations, researchers, students, the
media, and others interested in criminal
justices statistics.
(5) An estimate of the total number of
respondents and the amount of time
estimated for an average respondent to
respond: An estimate of the total
number of respondents is 118,714.
About 80% of respondents (92,597) will
have no police contact and will
complete the short interview with an
average burden of three minutes. Among
the 20% of respondents (26,117) who
experienced police contact, the time to
ask the detailed questions regarding the
nature of the contact is estimated to take
an average of 10 minutes. Respondents
will be asked to respond to this survey
only once during the six month period.
The burden estimate is based on data
from prior administrations of the PPCS.
(6) An estimate of the total public
burden (in hours) associated with the
collection: There is an estimated 8,983
total burden hours associated with this
collection.
