(e) Unsafe Condition
This AD was prompted by a report of a
crack on the transition radius of the station
(STA) 883.5 frame inner chord and an
additional crack indication at a fastener hole
in the frame inner chord common to a
material review board (MRB) filler that
extended above the frame-to-stub-beam joint.
We are issuing this AD to detect and correct
cracking of the frame inner chord, which
could result in the inability of one or more
overwing stub frames between STA 808 and
STA 933, each a principal structural element,
to sustain limit load; this condition could
adversely affect the structural integrity of the
airplane.
(f) Compliance
Comply with this AD within the
compliance times specified, unless already
done.
(g) Required Actions
Except as required by paragraph (h) of this
AD: At the applicable times specified in the
‘‘Compliance’’ paragraph of Boeing Alert
Requirements Bulletin 767–53A0278 RB,
dated June 30, 2017, do all applicable actions
identified in, and in accordance with, the
Accomplishment Instructions of Boeing Alert

dated June 30, 2017.
(2) Where Boeing Alert Requirements
Bulletin 767–53A0278 RB, dated June 30,
2017, specifies contacting Boeing, this AD
requires repair using a method approved in
accordance with the procedures specified in
paragraph (i) of this AD.
(3) For airplanes identified as Group 1,
Configuration 1, in Boeing Alert
Requirements Bulletin 767–53A0278 RB,
dated June 30, 2017, that have been modified
to a freighter configuration: The actions
specified in Boeing Alert Requirements
Bulletin 767–53A0278 RB, dated June 30,
2017, for Group 1, Configuration 2, must be
done instead of the actions for Group 1,
Configuration 1, except as required by
paragraph (h)(2) of this AD.
(4) For airplanes identified as Group 2,
Configuration 1, in Boeing Alert
Requirements Bulletin 767–53A0278 RB,
dated June 30, 2017, that have been modified
to a freighter configuration: The actions
specified in Boeing Alert Requirements
Bulletin 767–53A0278 RB, dated June 30,
2017, for Group 2, Configuration 2, must be
done instead of the actions for Group 2,
Configuration 1, except as required by
paragraph (h)(2) of this AD.
(i) Alternative Methods of Compliance
(AMOCs)
(1) The Manager, Seattle ACO Branch,
FAA, has the authority to approve AMOCs
for this AD, if requested using the procedures
found in 14 CFR 39.19. In accordance with
14 CFR 39.19, send your request to your
principal inspector or local Flight Standards
District Office, as appropriate. If sending
information directly to the manager of the
certification office, send it to the attention of
the person identified in paragraph (j)(1) of
this AD. Information may be emailed to: 9ANM-Seattle-ACO-AMOC-Requests@faa.gov.
(2) Before using any approved AMOC,
notify your appropriate principal inspector,
or lacking a principal inspector, the manager
of the local flight standards district office/
certificate holding district office.
(3) An AMOC that provides an acceptable
level of safety may be used for any repair,
modification, or alteration required by this
AD if it is approved by the Boeing
Commercial Airplanes Organization
Designation Authorization (ODA) that has
been authorized by the Manager, Seattle ACO
Branch, to make those findings. To be

approved, the repair method, modification
deviation, or alteration deviation must meet
the certification basis of the airplane, and the
approval must specifically refer to this AD.

Authority for This Rulemaking
The FAA’s authority to issue rules
regarding aviation safety is found in
Title 49 of the United States Code.
Subtitle I, Section 106 describes the
authority of the FAA Administrator.
Subtitle VII, Aviation Programs,
describes in more detail the scope of the
agency’s authority. This rulemaking is
promulgated under the authority
described in Subtitle VII, Part A,
Subpart I, Section 40103. Under that
section, the FAA is charged with
prescribing regulations to assign the use
of airspace necessary to ensure the
safety of aircraft and the efficient use of
airspace. This regulation is within the
scope of that authority as it would
establish Class E airspace to support
new RNAV procedures at Rangely
Airport, Rangely, CO.

The Proposal
The FAA is proposing an amendment
to Title 14 Code of Federal Regulations
(14 CFR) part 71 by establishing Class E

airspace extending upward from 700
feet above the surface at Rangely
Airport, Rangely, CO, within an area
approximately 10 miles wide, from
north to south, and extending to
approximately 10 miles east and 12
miles west of the airport.
Class E airspace designations are
published in paragraph 6005 of FAA
Order 7400.11B, dated August 3, 2017,
and effective September 15, 2017, which
is incorporated by reference in 14 CFR
71.1. The Class E airspace designations
listed in this document will be
published subsequently in the Order.
Regulatory Notices and Analyses
The FAA has determined that this
regulation only involves an established
body of technical regulations for which
frequent and routine amendments are
necessary to keep them operationally
current, is non-controversial and
unlikely to result in adverse or negative
comments. It, therefore: (1) Is not a
‘‘significant regulatory action’’ under
Executive Order 12866; (2) is not a
‘‘significant rule’’ under DOT
Regulatory Policies and Procedures (44
FR 11034; February 26, 1979); and (3)
does not warrant preparation of a
regulatory evaluation as the anticipated
impact is so minimal. Since this is a
routine matter that will only affect air
traffic procedures and air navigation, it
is certified that this rule, when
promulgated, would not have a
significant economic impact on a
substantial number of small entities
under the criteria of the Regulatory
Flexibility Act.
Environmental Review
This proposal will be subject to an
environmental analysis in accordance
with FAA Order 1050.1F,
‘‘Environmental Impacts: Policies and
Procedures’’ prior to any FAA final
regulatory action.

Availability and Summary of Documents for Incorporation by Reference
This document proposes to amend FAA Order 7400.11B, Airspace
Designations and Reporting Points, dated August 3, 2017, and effective
September 15, 2017. FAA Order 7400.11B is publicly available as listed
in the ADDRESSES section of this document. FAA Order 7400.11B lists
Class A, B, C, D, and E airspace areas, air traffic service routes, and
reporting points.
The Proposal
The FAA is proposing an amendment to Title 14 Code of Federal
Regulations (14 CFR) part 71 by establishing Class E airspace extending
upward from 700 feet above the surface at Rangely Airport, Rangely, CO,
within an area approximately 10 miles wide, from north to south, and
extending to approximately 10 miles east and 12 miles west of the
airport.
Class E airspace designations are published in paragraph 6005 of
FAA Order 7400.11B, dated August 3, 2017, and effective September 15,
2017, which is incorporated by reference in 14 CFR 71.1. The Class E
airspace designations listed in this document will be published
subsequently in the Order.
Regulatory Notices and Analyses
The FAA has determined that this regulation only involves an
established body of technical regulations for which frequent and
routine amendments are necessary to keep them operationally current, is
non-controversial and unlikely to result in adverse or negative
comments. It, therefore: (1) Is not a ``significant regulatory action''
under Executive Order 12866; (2) is not a ``significant rule'' under
DOT Regulatory Policies and Procedures (44 FR 11034; February 26,
1979); and (3) does not warrant preparation of a regulatory evaluation
as the anticipated impact is so minimal. Since this is a routine matter
that will only affect air traffic procedures and air navigation, it is
certified that this rule, when promulgated, would not have a
significant economic impact on a substantial number of small entities
under the criteria of the Regulatory Flexibility Act.
Environmental Review
This proposal will be subject to an environmental analysis in
accordance with FAA Order 1050.1F, ``Environmental Impacts: Policies
and Procedures'' prior to any FAA final regulatory action.
