k. Description of Project Facilities:
The project consists of the City of
Hailey’s groundwater collection and
power production facilities, including:
(1) A spring collection system,
comprising 10-inch-diameter infiltration
pipes and a collection box; (2) a 2.5mile-long, 12-inch-diameter penstock
connecting the collection system to the
powerhouse; (3) a 700-foot-long, 18-

inch-diameter steel penstock, bifurcated
from the water main; (4) a powerhouse
containing one generating unit rated at
56 kilowatts; and (5) an 800-foot-long,
underground transmission line. The
City of Hailey sells project power to
Idaho Power.
l. Description of Request: On August
24, 2017, the Commission issued an
Order Ruling on Declaration of Intention
and Finding Licensing Not Required for
the project under docket number DI17–
6–000 finding that a license or
exemption for licensing is not required
to operate and maintain the project. As
a result, the exemptee, the City of
Hailey, Idaho, has determined it would
like to surrender the exemption. No
ground disturbance is associated with
the proposed surrender and project
features will remain in place.

Licensing Not Required for the project under docket number DI17-6-000
finding that a license or exemption for licensing is not required to
operate and maintain the project. As a result, the exemptee, the City
of Hailey, Idaho, has determined it would like to surrender the
