Take notice that on November 9,
2017, pursuant to Rule 207 of the
Federal Energy Regulatory
Commission’s (Commission) Rules of
Practice and Procedure,1 section 219 of
the Federal Power Act,2 and Order No.
679,3 Citizens Energy Corporation
(Citizens or Petitioner) on behalf of itself
and its wholly owned subsidiary
Citizens Sycamore-Penasquitos
Transmission, filed a petition for
declaratory order requesting approval of
two rate treatments, in connection with
a new high voltage transmission project
that Citizens is partnering with San
Diego Gas & Electric Company to
develop and finance, all as more fully
explained in the petition.
Any person desiring to intervene or to
protest in this proceeding must file in
accordance with Rules 211 and 214 of
the Commission’s Rules of Practice and
Procedure (18 CFR 385.211 and
385.214) on or before 5:00 p.m. Eastern
time on the specified comment date.
Protests will be considered by the
Commission in determining the
appropriate action to be taken, but will
not serve to make protestants parties to
the proceeding. Any person wishing to
become a party must file a notice of
intervention or motion to intervene, as
appropriate. Such notices, motions, or
