The company plans to import the listed controlled substances in overencapsulated tablets for clinical trial only. Approval of permit applications will occur only when the registrant’s business activity is consistent with what is authorized under 21 U.S.C. 952(a)(2).     On November 9, 2017, the Department of Justice lodged a proposed

District of Washington in United States v. United States Seafoods LLC, 
Seafreeze Alaska I LLC, and Alaska Alliance LLC, Civil Action No. 17-
civ-01677.
    The Consent Decree settles claims brought by the United States for
