Title: Importation of Live Swine, Pork
and Pork Products, and Swine Semen
from the European Union.
OMB Control Number: 0579–0218.
Summary of Collection: The Animal
Health Protection Act (AHPA) of 2002 is
the primary Federal law governing the
protection of animal health. The Law
gives the Secretary of Agriculture broad
authority to detect, control, or eradicate
pests or diseases of livestock or poultry.
The Animal and Plant Health Inspection
Service (APHIS) regulates the
importation of animals and animal
products into the United States to guard
against the introduction of animal
diseases not present or prevalent here.
Need and Use of the Information:
APHIS will collect information using an
Application for Import or in Transit
Permit, concerning the origin and
history of the items destined for
importation into the United States.
APHIS will also collect information to
ensure that swine, pork and pork
products, and swine semen pose a
negligible risk of introducing exotic
swine diseases into the United States. A
Declaration of Importation form is also
used to collection information in this
collection. If the information is not
collected, it would cripple APHIS’
ability to ensure that swine, pork and
pork products, and swine semen pose a
minimal risk of introducing classical
swine fever and other exotic animal
diseases into the United States.

the propagation and survival of
endangered and threatened species.
AGENCY:
This notice advises the public
that one direct take permit has been
issued pursuant to Section 10(a)(1)(A) of
the Endangered Species Act of 1973
(ESA) for continued operation,
monitoring, and evaluation of hatchery
programs rearing and releasing
Sacramento River winter-run Chinook
salmon into the Upper Sacramento
River Basin. This notice also announces
the availability of the associated
decision documents. Section 10(a)(1)(A)
Permit 16477 was issued to the U.S.
Fish and Wildlife Service for the
implementation of two Hatchery and
Genetic Management Plans (HGMPs) at
Livingston Stone National Fish
Hatchery.
DATES: The permit was issued on
September 29, 2017 subject to certain
conditions set forth therein. Subsequent
to issuance, the necessary
countersignatures by the applicants
were received. The permits expire on
December 31, 2027.

Abstract: The Dodd-Frank Wall Street
Reform and Consumer Protection Act
(Pub. L. 111–203) and other Federal
consumer financial laws authorize the
Bureau to engage in consumer
protection rule writing. The Bureau
relies on empirical evidence and
rigorous research to improve its
understanding of consumer financial
markets for regulatory purposes. This
PRA clearance request seeks approval
from the Office of Management and
Budget (OMB) to conduct a web survey
of 8,000 individuals as part of the
Bureau’s research on debt collection
disclosures.
The survey will explore consumer
comprehension and decision making in
response to debt collection disclosure
forms. The survey will oversample
respondents who have had experience
with debt collection in the past.
