requested regarding (1) whether the
collection of information is necessary

Rural Utilities Service
Title: 7 CFR 1776, Household Water
Well System Grant Program.
OMB Control Number: 0572–0139.
Summary of Collection: The Rural
Utilities Service (RUS) is authorized by
Section 306E of the Consolidated Farm
and Rural Development Act (7 U.S.C.
1926e) to administer and make grants to
qualified private non-profit
organizations which will use the funds
to establish lending programs for
household water wells.
Need and use of the Information: The
grant applicants will provide
information to be collected as part of the
application and grant process through
certain documentation, certifications,
and completed forms. Grant applicants
must show that the project will provide
technical and financial assistance to
eligible individuals to remedy
household well problems. The grant
recipients will establish a revolving loan
fund lending program to provide water
well loans to individuals who own or
will own private wells in rural areas.
The individual loan recipients may use
the funds to construct, refurbish, and
service their household well systems for
an existing home.

Summary of Collection: The Forest
Landscape Restoration Act (FLRA) of
2009 (16 U.S.C. 7303), which enables
the Collaborative Forest Landscape
Restoration Program (CFLRP), requires
monitoring ‘‘to assess the positive or
negative ecological, social, and
economic effects of projects
implementing a selected proposal for
not less than 15 years after project

CFLRP program started in 2010 to
encourage collaborative groups of
neighboring landowners, state, local and
tribal government representatives,
businesses, interest groups, and
nonprofit organizations, to work with
the Forest Service (FS) to find common
ground pertaining to geographically
extensive forest restoration.
Need and Use of the Information:
Respondents will be given the option of
completing an online version of the
monitoring instrument or of completing
a paper version. The collection of
information will allow FS to meet its
obligations under the CFLRP to monitor
social impacts and to provide feedback
to FS managers about activities,
including the decisions making
processes, conducted under the CFLRP.
Without the collection of information,
the FS will be unable to determine
whether it is meeting the requirements
of the Forest Landscape Restoration Act,
nor if they are fully incorporating
partner and public input into forest
project, implementation, monitoring
and/or planning processes as required
by law.

within the Southwestern Crown CFLRP
Landscape and Southwestern Crown
Collaborative participants.

Title: Certified Mediation Program
(7 CFR part 785).
OMB Control Number: 0560–0165.
Summary of Collection: The USDA
Agricultural Medication Program (AMP)
is mandated by Subtitle A and B of Title
V of the Agricultural Credit Act of 1987
(Pub. L. 100–233), as amended. Under
the program, USDA makes grants to
state-designated entitles that provide
mediation to agricultural producers,
their lenders and others that are directly
affected by the action of certain USDA
agencies. In mediation, a trained
impartial mediator helps participants
review and discuss their conflicts,
identify options to resolve disputes and
agree on solutions. The Farm Service
Agency (FSA) is administering the
program.
Need and Use of the Information: FSA
will collect information to determine
whether the participants meet the
eligibility requirements to be recipients
of grant funds, and secondly, to
determine if the grant is being
administered as provided by the Act.
Lack of adequate information to make
these determinations could result in the
improper administration and
appropriation of Federal grant funds.

Forest Service administrative
review procedures require agency
officials to publish legal notices in
newspapers of record for certain
opportunities to comment and
opportunities to file pre-decisional
objections. Forest Service officials in the
Eastern Region will publish those legal
notices in the newspapers listed in this
notice. The Eastern Region consists of
Illinois, Indiana, Ohio, Michigan,
Minnesota, Missouri, New Hampshire,
Maine, Pennsylvania, Vermont, New
York, West Virginia, and Wisconsin.
The public shall be advised through a
Federal Register Notice, of the
newspaper of record to be utilized for
publishing legal notice of comment and
objection opportunities required by
those Parts and their associated
procedures. This notice fulfills that
requirement for the Eastern Region.
