Notice of Petition for Declaratory Order; Constitution Pipeline

    Take notice that on October 12, 2017, pursuant to section 385.207 
of the Federal Energy Regulatory Commission's (Commission) Rules of 
Practice and Procedure, 18 385.207(2017), Constitution Pipeline 
Company, LLC (Constitution) filed a Petition for Declaratory Order 
finding that New York State Department of Environmental Conservation 
failed to act within a reasonable period of time on Constitution's
