that the Commission declare that certain
Bloom facilities, which have
internalized the hydrogen producing
second-use process, meet the
Commission’s standards for
cogeneration units as set forth in 18 CFR
292.205(a)(1)–(2) and 18 CFR 292.205(d)
of the Commission’s regulations, all as
more fully explained in the petition.
Any person desiring to intervene or to
protest in this proceeding must file in
accordance with Rules 211 and 214 of
the Commission’s Rules of Practice and
