An application has been submitted to
the Foreign-Trade Zones Board (the
Board) by the Puerto Rico Trade and
Export Company, grantee of FTZ 61,
requesting subzone status for the facility
of Plaza Warehousing & Realty
Corporation located in Caguas, Puerto
Rico. The application was submitted
pursuant to the provisions of the
Foreign-Trade Zones Act, as amended
(19 U.S.C. 81a–81u), and the regulations
of the Board (15 CFR part 400). It was
formally docketed on September 20,
2017.
The proposed subzone (15.5 acres) is

located at Road #1, Km. 27.9, Barrio Rıo

Canas, Caguas, Puerto Rico. No
authorization for production activity has
been requested at this time. The
proposed subzone would be subject to
the existing activation limit of FTZ 61.
In accordance with the Board’s

Staff is designated examiner to review
the application and make
recommendations to the Executive
Secretary.
Public comment is invited from
interested parties. Submissions shall be

SUMMARY: The Department of Commerce
(the Department) preliminarily
determines that countervailable
subsidies are being provided to
producers and exporters of certain colddrawn mechanical tubing of carbon and
alloy steel (cold-drawn mechanical
tubing) from India. The period of
investigation is April 1, 2016, through
March 31, 2017.

Background
This preliminary determination is
made in accordance with section 703(b)
of the Tariff Act of 1930, as amended
(the Act). The Department published the
notice of initiation of this investigation
on May 16, 2017.1 On June 19, 2017, the
Department postponed the preliminary
determination of this investigation and
the revised deadline is now September
18, 2017.2 For a complete description of
